From the inception of CalTIP, the Board of Directors has strived to enhance the safety efforts of its members. CalTIP is committed to risk management as a service to limit exposure to liability claims. CalTIP uses a variety of risk management measures to lower the loss exposure of its members, including:
- Strong underwriting standards
- Safety inspections and seminars
- Loss trend analysis and follow-up evaluations
Each year CalTIP's safety consultant performs a series of on-site surveys with specified members for loss control areas identified as the most crucial for safe operations. These surveys are designed not only to assess the current status of each agency's safety efforts, but also to provide on site consultation assistance for concerns identified by the agency.
Safety awareness is a critical component of proactive transit safety programs. Through the efforts of the Underwriting & Safety Committee, improved claim analysis, on site surveys, and safety training programs, CalTIP is progressing in its safety efforts with the goal to reduce claims overall.
The CalTIP Board of Directors recently approved an updated Safety and Loss Control program developed and proposed by the Underwriting and Safety Committee. This ambitious program has five basic components, which, in combination, will provide training, resources, and incentives to members while improving safety performance. The five basic components are:
- Establishing a basic safety and loss control training program for all members.
- Establishing a minimum standard for safety and loss control measures, based on the training program that must be met by all existing and new members.
- Establishing a system that provides incentives for meeting or exceeding the set standards.
- Establishing a system to provide feedback to members on their safety performance in the form of regular causal trend analysis.
- Establishing a resource of available safety and loss control information, including best practices recommendations, available training sources, and written materials.

CalTIP
Education Reimbursement Fund (C.E.R.F.) Policy
The C.E.R.F. program is an exciting new program that provides reimbursement for CalTIP Board members and their staff to attend risk management, transit safety, and insurance training courses and seminars.
Each member agency may receive a maximum of three C.E.R.F. reimbursements per program year. A total of 30 C.E.R.F. reimbursements will be provided to the membership per program year.
